Dear Yume,
Thank you for your attention to this matter.
We assumed Mardi Gras Production to be the entity responsible for the nasty detritus, and unsanitary conditions to our block between Broadway and Church in the aftermath of the 9/25/2009 street fair.
You so kindly researched and pointed out that this past street fair was the production of the Clearview Co. This makes sense as we generally do not see this amount of trash on the block.

We submit photos of the various areas covered with grease, on which many neighbors and passing pedestrians slipped, an abundance of scraps of food and the most appalling, a huge pile of animal flesh in an area which is a non-parking segment of the block, visible to all. As you will see in the photos most of the filth is at yellow lined curb areas, absolutely not blocked by a parked car; assessable to cleaning apparatus.

Our area has had an increase in a variety vermin which then immediately penetrate our buildings. The Department of Health eventually come after our local restaurants, fines them and has shut them down for periods of time when they are not able to control conditions that are outside of their establishments.
This has occurred numerous times.

We are appalled by this lack of concern for the health of our neighborhood by outside businesses.

As you mentioned this group does not have the NYC Dept of Sanitation clean after their event.
We recommend that production companies with such a large food presence be required to work with the Department of Sanitation.

Until that is agreed we request that you suspend their right to use our block for future events.

"WTC Hard Hats get Hammered," New York Post, June 28 - Last week, New York Post reporters observed World Trade Center construction workers on several successive days spend their lunch hour at Murray Street pubs, where they downed enough beer and whiskey to make them legally drunk. " One group of three workers threw back eight drinks each in less than an hour before returning to the job," the Post said. "Their power drinking is a violation of the Port Authority's zero-tolerance policy - and escaped the notice of the agency's safety investigators, who have conducted dozens of sweeps since taking control of Ground Zero construction in 2006. 154 Church St. Wine and Beer License

A new Wine and Beer license for Donna Bella Pizza at the corner of Church and Chambers St. AKA 154 Church St. was approved for a 1 AM from Sunday - Wednesday night and 2 AM Thursday - Saturday night. This was a concession presented by the lawyer for the owner and was approved by the Tribeca Committee, at the April 28th full board meeting.
This means they are to cease selling beer at those hours but the establishment will remain open selling pizza until????

New 3 AM Liquor license in the Neighborhood

Neighbors,

The new pizza parlor on the NW corner of Church and Chambers (154 Church) just applied to the Community Board for a wine and beer license, with a 3 A.M. closing time on weekends, 2 A.M. Wednesday and Thursday.

They have a very small space, few tables, NO BATHROOM and already attract a lot of people from the Patriot Bar across Chambers Street. Some of us already have a history of our doorways being used as urinals and worse by Patriot customers and the old Blimpie’s. And this can only increase the late night noise.

The Tribeca Committee just approved these hours (on a split vote). The full Board votes on Tuesday the 28th and will probably go along with it unless neighbors speak up.

We don’t want to stop the business from getting a liquor license, but we are hoping to persuade the Board to limit the liquor-serving hours to 12 A.M. on weekends, 1 A.M. at the latest. That’s apparently the traditional time used for new wine and beer licenses in the area.

To Whom It May Concern,

Biddy Early's (43 Murray Street) has become too rowdy and too dangerous and needs to be shut down. Multiple nights per week, there are dozens of underage drinkers loitering on the sidewalks, urinating and vomiting on doors, and often bar brawls break out and spill onto the streets. The drunken fights not only regularly generate noise that disrupts sleeping children and infants living at 50 Murray Street, but worse leaves all tenants vulnerable to being caught in the violence that has been regularly occurring throughout its existence.

On January 23rd, 2009, at approximately 2am, I watched in horror as a 30-person brawl spill onto Murray Street and two people were stabbed. Cops swarmed the block and cordoned it off with police ribbon as they went on a neighborhood manhunt for the perpetrators. Several dozen cops arrested the drunken brawlers and ambulances took away the victims of the stabbings. On one hand I was happy to hear that one of the victims (who I thought at the time had been killed) has survived and is in stable condition. On the other hand, the violence regularly occurring at Biddy Early's has gone way too far and must be stopped.

Please urgently use your power as representatives of our community to resolve this problem. The owners of Biddy Early's regularly advertise at Pace University. It is known as a destination where underage drinkers can go and order pitchers of beer and play "beer pong" until they are too drunk to stand. In addition, there have been health code violations, and tenants at 50 Murray Street regularly file complaints with the city via 311. These issues alone should be enough to shut them down. With the above incident having occurred, we ask that you immediately do what you can to stop the drunken violence from continuing to escalate, perhaps eventually resulting in not just serious injury, but in the death of a human being.

Our community is full of parents who choose to raise young children here because of the many parks, services, and excellent schools that are available in the neighborhood. The existence of Biddy Early's casts a dark cloud over it, serving as a regular source of stress, sleep deprivation, and anxiety. Worse, with last week’s incident, it has now become a threat to the safety of community members who are now more vulnerable than ever to injury or death if caught in the wrong Biddy Early’s bar brawl. Please make it stop.
